On November 2, 1991, the Ho Chi Minh City People’s Committee issued a decision allowing the Ho Chi Minh City Labor Federation to officially establish the “Capital Support Fund for Poor Workers Creating Their Own Jobs” (abbreviated as CEP Capital Support Fund), with initial capital of 460 million VND.
